If you want to switch off the counter, then pin 13 should be connected with supply or pin 13 is on high. Clock Inhibit pin (pin 13)- This pin used to make the counter “on” and “off”. Therefore to make this ic in Enable function, so pin 15 should be connected to the ground always. If the positive supply is connected to this pin15 continuously, output goes at the first output pin and get hold to the pin 3 (output First) and this pin is making high continuously. When a positive signal or supply voltage applied at this pin, the sequence comes back to pin 3 and the cycle starts from begins. The function of this pin is to start again the sequence from to the initial state. Reset pin (pin 15) – This pin is known as reset pin and it used to reset the counter to zero. After 10 pulses it will repeat and again start to give output from Q0. At the first clock pulse pin 3 will turn high and give output for next pulse pin 2 will high and provide output and after from pin 4 and so on. Whenever pin 14 get clock pulse or it goes high to Low, it provides the output.
